North Country Homeowner’s Association
Minutes from Meeting dated July 16, 2008

Meeting called to order at 7:00pm at residence of Brandy and Wayne Kemper located at 424 Sunflower Count, North Country Subdivision.

In attendance were: Jim Duke, Brandy Kemper, Wayne Kemper, Brian Laird, Danita Laird, Barbara Morgan, Amy McCann, and Eileen Smith.

Brian Laird updated the group on the status of NCHOA lien filings. Fourteen homeowners had liens filed against their property by Field Ballard. Since that time, one home has sold and the owners paid the filing fee to release the loan and the associated late fees. Brian had all present to review the letter to be forwarded to the homeowners for 2008 Association Dues. Those letters will be going out very soon. Also, if homeowner’s dues are not paid again this year, the Homeowner’s Association will file an additional lien on their home.

Amy McCann, Kareen Wampler, and Lori Kolmos have been working on Welcome Baskets for New Homeowners in the subdivision. Wayne Kemper will prepare a “Welcome Letter” to go along with that basket for informational purposes.

WA Smith and Al Headen have been selling various properties to other development companies.

On June 9, 2008, the bank balance was approximately, $3,200.00 but the Association has mowing expenses to consider for the remainder of the season.

Discussion moved to the new development across Smithfield Road. This new development will reportedly be similar to North Country and will be known as the Villages of Northridge. It was discussed that North Country may have water overflow issues from the new development. This is something that all residents will need to monitor. In addition, people have been requesting a stop light for the new intersection but according to the City of Shelbyville, there will need to be a “fatal” accident in order to consider such a request. All agreed that this was a poor attitude by the City of Shelbyville. Several remembered there was a similar situation at the High School many years ago and it took a very serious accident to get the stop light added at the US 60 intersection.

There was discussion on how to provide the by-laws and restrictions to the various residents. At this time, the by-laws and restrictions are on a disk and can be e-mailed to anyone making such a request. It was agreed by all that each new homeowner should be provided a set by the realtor but this is not happening at this time. Therefore, we have the by-laws and restrictions available and can e-mail those upon request.

Brandy Kemper has contacted Tom McGinnis regarding the dead trees along Warrior Way. At this time, the Arbor Society of Shelbyville is without funding. They are expecting a grant by the end of the month and at that time Mr. McGinnis can check these trees. They will try to replace the dead trees this fall.

Brian will contact Tammy Foster to have Jim Duke’s e-mail removed from the website and establish an e-mail for people to submit complaints and request information. This will allow the President to handle any issues in this manner.

Discussion moved to our next project for the Subdivision. All present agreed we should seek a quote on improving the sign at the entrance (off Smithfield Road). Amy McCann commented that you could read the sign coming in from the North but no one could see the sign coming in from the south. Barb Morgan will call someone to obtain a quote.

The final item for discussion was participation in the Homeowner’s Association meetings. Wayne Kemper suggested the Board offer an incentive to attend the meetings. It was agreed the Association would meet four times per year and if a person attended all four meetings, their name would be entered into a drawing. The winner would not have to pay the upcoming years’ association dues. It was agreed we would start this process on January 1, 2009. The winner for 2009 would not have to pay their 2010 homeowner’s association dues. At the next meeting, the Board will set the exact parameters of the “contest” and publish this information for the residents. Once again, the goal is to increase participation in the meetings. In addition, at the next meeting, the Board will be setting dates for all meetings to take place in 2009.

The next meeting will be held on September 17th at 7:00pm at the home of Brian and Danita Laird, 412 Warrior Way.
