Code "Blue" & "Yellow" in the BVI's

Does anyone know and understand what the Code "Blue" or Code "Yellow" will mean to yacht owners in the BVI's? I have been told that my boat will need to be fitted with equipment to meet Category 3 "Up to 20 Miles From Safe Haven" regulations. Also, the boat needs to now be fitted with a Purplefinder transciever to assure compliance of the Code Blue regulations being implimented in the BVI's. Please let me know if you have any first hand knowledge of this BVI requirement.
