Woman is accused of embezzlement

About 3:32 p.m. Tuesday, July 15, Patrolman Charles Maldonado spoke with Jason Glidewell at his office, 516 E. Central. He said he wanted to make a report and file charges.

Glidewell said he was appointed as the special master of the Caddo Nation of Oklahoma, and is in charge of the financial affairs for the tribe. He said an employee of the Caddo Nation Head Start, a woman from Anadarko, had used a gift card at Walmart for personal use. He said the tribe uploads money onto the cards and employees are responsible for bringing the receipts back after their purchases.

Glidewell said on June 19 and June 21 that the woman had purchased over $80 in items at Walmart. Officer Maldonado spoke with the woman at her residence, and she said she did not want to fill out a statement at that time.

Is it true that the 1100 was turned over to the DA too? That's what I keep hearing is that Cotter is next.

Believe Cotter was quite aware, he had been told that "all" Council Members would be paid the same "$100", regardless of Title. He had been told the Tribe did not have the money to pay more than the $100 per Council person and told "the majority of the Tribal Council would have to approve any difference in pay".

He knew, was told by the Acting Business Manager there had to be documentation that the majority Council approved this, yet chose, when the Business Manager was gone to have the Housing Clerk to cut the check for 440 hours at $2.50 an hour, for back pay in the amount of $1100, took it to the Treasurer to sign, then instead of taking it to the Vice-Chairman for the second signature to be signed, he signed as the second signature "himself". He knew this was wrong.

He basically spoke to two (2) Council Members and chose not to ask or discuss this with five (5) Council Members. This was not his money, my money, Council's money, etc., this money belonged to the Caddo Nation. My opinion, Mr. Cotter should also be held accountable for this money.

Now it's Cotter's turn. He wrote himself a check out of the tribe's account for $1100 and scammed a tribal member out of $1700 by pledging one of his vehicles for collateral when it already had a lien on it. That is theft and fraud. His wife works and they have not attempted to make one payment to this lady. She gave them money out of the goodness of her heart when Cotter came to her house saying he was about to lose everything. The unauthorized check and loan took place within two weeks of each other. The Smith investigation has brought the Cotter situation to the forefront. It's about time!
