Membership Meeting

Don't see where it was posted on this board so will let you know there will be a Membership Meeting Saturday, June 14, at 1:00. Short notice but hope you can be there.

Thanks Laura, won't be attending , my sister said it was going to more than likely be a free for all, again. Parker /Hinse is to be telling the membership they are once again the good guys being picked on by another Council 5. Ha, the only reason she is still in there in the first place is because she and Hinse lied to Tippi, the membership-they all bought it, and the Law firm they hired using Caddo money, oh, and one can not forget the employees. Anyway, I assume it wil be posted on this site, the official site won't post anything, the truth anyway, just like that newsletter. I am going out of town it about ten minute, planned before the meeting was called by Joyce.

It was obvious from the meeting today that Larue and Joyce have very little indivdual support. The membership is tired of being manipulated by these two people and are willing to let the council make the best decision for the tribe.

Highlights of the meeting:

1. Grellner (gaming atty) gets put through the ringer by the membership but manages to get the "yes" vote needed to pass a resolution for $10M to get started on a temporary casino in Hydro.

2. The Election and Museum board members get certificates of appreciation from the council for their service.

3. The membership establishes that personnel issues and the removal of V.Chair Hinse should be left in the capable hands of the council despite Larue's attempt to garner support against these actions.

That is it in a nutshell. Feel free to elaborate.

What kind of questions were asked by the membership, and what exactly did LaRue try to pull,let me guess they are picking on us again

What I got from the meeting was that most people attended to vote on casino business and wanted to stick to the agenda. Some questioned why the removal was brought up in the first place (by LaRue) and felt that it was done in order to air dirty laundry. The general sentiment was that the Caddo people elected our council to make decisions in our best interest and we should let them get on with their business. By the way, there were over 50 members signed in for the meeting which is huge compared the meetings held this past year.

I agree with Jens thoughts on the meeting, the membership or most really could care less of the councils decision to remove Joyce . I must say, this is totally the opposite of the reaction the council 5 received from the membership when they removed LaRue, and she was removed legally
Can you all imagine where we would be if this could have happened back then. And one more thing I can not shake was that ignorant election board member who also serves on the constitutional revisions committee, Lord help us if she has any authority to make decisions or have input because frankly and I am being nice, she kept saying No but I 'm not stupid, well, yes you are. No wonder we can have decent fair elections she can't read And another lady, Barbara something, she kept telling the council they didn't have the authority to remove Larue and Joyce from the check signing cards Well, there is another dumb ass who can't read. They most certainly can, Better go, I am getting mad all over again but thankfully we did have some wisdom there. Twilla, Teresa Jen Sherie, Ann, Christine and Cecile , they at least asked questions and got some answer , made the attorney squirm but ...and to think, I at one time , participated in treating the council 5 horrible, and even called them names. Now, I feel like the dumb ass

This is what Parker handed out to the membership on 6/14/2008, typos and all, in response to the pending actions against herself and Joyce.



To the People:

Possible negative impact on the Caddo Nation resulting from Council Actions:

(A) Resolution to remove Joyce Hinse and Myself from check signing.

(B) Removal of Joyce Hinse from Vice-Chair.

1. Affects Grants and Contracts, new ones to be decided.

2. Will have effect obtaining Self-Governance Status

3. Economic Development and gaming future.

4. Low employee morale, tension at work.

5. Division of the people, staff. (taking sides)

6. Many governmental documents need to be passed in order to lay a foundation for business, don't have time to stop and deal with negative action with in the Council.

7. Corp. of Engineer lawsuit, pipeline problem needs attention, environmental road and dumping problem needs attention. Completion of our application for the use of our Caddo Nation name, i.e. Adai problem.

8. Our bank in Shawnee has been though my name removal before and will not want to do this again because they always check with the Bureau; I am the official check signer for the Tribe at the Bureau. I am the elected chief administrative officer of this tribe to sign off on all documents including checks; this is part of my duties.

9. District representatives have never been put on as checks signers; only executive members of the Council, representatives are only elected by their district, others by all members of the tribe.

When a tribal government does not honor contacts, remove each other from office and try to divided the people, only drives associations and businesses away form us because we become dysfunctional and in turmoil. We are almost at the point again where we can accomplish awesome things for our tribe and now this. The same thing happened before and set us back years.

Joyce and I were not given and opportunity to discuss these actions. The Gaming Commission was not consulted with actions taken. We cannot ignore the boards and committees we have appointed. They are important and have feeling too. I believe some of the actions taken are because some council believes I was going to run for Chairman again, I am not. Political posturing going on already, a year ahead of time, this is so sad.

I have asked to meet with all the council to talk about these matters in an effort to counter a devastation setback for our people. I know they will be disgusted with all of us and I don't blame them.

I would question what negative impact did Parker/Hinse have in their first few years (and it has been 9 years next month) that delayed the progress of the Caddo Nation to have something, anything, to show we have done something more than have a Queen Bee (????????????) eating her honey and workers keeping the hive in place and protecting her. It appears the queen bee is running out of honey and the workers are leaving the hive.

Self Governance, I understand the BIA said there is no way, long before this removal thing happened, that they would turn the Caddo Nation free under this administration.

6. How long does it take to lay a foundation for business? We are 8 years and 11 months into Parkers, chief administrative officer position and we two lost casinos under our belt, a lost smoke shop, paying taxes on 50 plus acres of land,etc.

Dealing with negative actions of the council!! Does it not appear odd that both councils Parker has dealt with have the same problem with her and she has the same whiny attitude? Poor me, I work so hard. Heck she stated at the membership meeting she tried to come to work at least 4 hours a day. However, can't say I blame her when she is getting paid 20 bucks an hour for 8 hours a day and only has to show up for 4 and still gets paid for 8.

9. District representatives have never been put on as check signers. Yes, they have. When the council 5, as you want to call them, removed you as Chair and removed you and Ms. Hinse from signing checks, they were check signers. They held scheduled meetings but you would not let finance cut them checks. When it finally happened, your all knowing vice-chairman stopped payment and almost sent her sister, who was taking chemo at the time, to jail. AND "representatives are only elected by their district,". I would ask Ms. Parker does that mean that these Caddo people voting in the districts are not as important.

"We are almost at the point again where we can accomplish auesome things for our tribe and now this". WHAT HAPPENED THE THE FORMER 8 PLUS YEARS???? Where is the awesome there? And no, the council 5 did not set you back then, years????. You have 8 plus years and you have lost money, casinos, smoke shop among other things. You never got anything started. In all these years you have never completed anything. So look in the mirror and take the blame for where the caddo tribe is at this point. Does look, at this time, that it is moving on though. Thanks to some very dedicated council members.

I read the letter there but when I read it here, it makes me think she believes the membership is stupid. Does she really think the bank gives a rats behind who signs the checks as long as there is money in the bank.Please,,,,,,,,,
And another thing, self governance-we are paying off a debt to the BIA because of her and the building, she says we have had clean audits, well either the auditor is dirty or you are giving him false information.
Oh got to go, my aunt just showed up with more dirt , I mean important information concerning the tribe.

Our constitution says that the secretary is the person to sign off on all legal documents - that is the reason that the BIA was able to accept our various applications and contracts during the time that Parker refused to meet with the council.

It sure would be nice if this council would remove all the wrong actions that Parker and party instigatied against us when we were members of the council. Things like removing our rights to member privilages - auto tags, health assistance,etc and most important our right to run for tribal office. We did not steal any money and we did not commit any crimes against our people - dispite the things Parker said. She did though! She allowed our Elder's annuity to be used for other things and she dipped into the education money to pay for a building that she and she alone signed for. That is wrong! It is still wrong.

This council needs to remove LaRue as well , sure we the people can do a petition to recall her but why,just by her actions recently does this council have justification if removing her. I suspend you vote, what is she, the Caddo Guru, seriously, this is a breach trust and responsibility of the worst kind and in fact, I will even say if this council does not instigate immediate removal action against Parker, they are in serious breach of their duties.
