Chairman Parkers last letter

I have read, reread and tried to let this letter go but it is so full of untruths I do not feel I can let it go without responding to it.

Actually, there is nothing that I can see that Ms. Parker has done. Nothing. Everything that is still holding on at the complex was actually there before she came into office AND you cannot do anything if you first of all don't have it upstairs to do it and secondly, you have to be involved, know what you are doing and at work to do a job. None of these things were in place.

With Ms. Parkers access to current addresses, copiers, fax, stamps, etc., (all one would have to do is look at the expense for those periods of time)these letters, and there are many, that she has mailed out "of her deeds, accomplishments, etc.", have gone on for "10 years" with all the untruths that go on and on and on. Enough is enough. Those who knew what was going on did not have access to the freebies she had and could not rebut her letters.

I have been involved with the Tribe long before Ms. Parker came on the scene. I was involved when Melford Williams, Reuben Whitebead, Hubert Halfmoon, etc., were there. There was no money, the meetings were held in the community house on the hill. There was no place to store records, but they worked at trying to keep the Caddo Tribe up and going.

Now, Ms. Parker, yes, there should have been a lot of things you would do differently. Be there to work for one. Believe you started out at about $7.00 to $8.00 an hour. You worked your Councils year after year, Council after Council, to the point you now get paid $20.00 an hour, even though you are rarely there, week after week, month after month, year after year. You did not take sick leave, you did not take annual leave, you did not take leave without pay. You took! You high-rolled. What time you were there was only (for the most part) when there was a Council Meeting, traveling with Mr. Cast and Mr. Gonzalez (thank God the effort on you was nothing more than showing up, smiling and carrying the title of Chairman), at a WCD meeting, Health meeting, etc. More money in the pocket.

If in fact the lady in Finance took the $80,000 it was under your and Hinse watch and your responsible (hand picked) person, Brenda Smith, in there with no experience except to keep you informed of who was doing what and to let the money funnel through to where you wanted it to go. Believe you owe that back to the tribe, forget the insurance, or whatever, you collected on it.

You and Ms. Hinse signed audits that were inaccurate (have copies of them) and only the two of you were allowed to give the auditor information, thus, and think this is punishable, that is another wrong step.

The Tag Office, surely, surely, you were aware that part of the time Ms. Edmonds was only taking CASH for tags and other things out of that office. It would not be surprising, based on the above, that you did not know, but that was under your watch. Nothing has been done, think the cop-out is "we really don't know what to do about it, there is no documentation", how about looking at what we ordered for those years she was there, what we sold and collected money for and she and you owe the difference. Yes, there is a way, there is just "not a will to find out".

Look at our now non-existent Smoke Shop. Believe the money was being taken up to your Brenda Smith and it vanished in thin air. Poof! No Smoke Shop. You owe.

And where is the money for the "once, twice Casino"? That also vanished, with all the records to prove it existed, except in the minds of those who knew it existed. Where did the money go? Once again. You owe.

Then there is the Distant Learning Center Building that the Oklahoma City Education Office gave you $45,000, sufficient to purchase a building large enough to house the center. You, without going to the Membership of the Tribe, purchased a building for $80,000 plus. The tribe had to pay that back. Believe I have a letter from Joy Martin, OKC Education person asking where the $45,000 went. You owe.
