Girl to tone up your thighs and abdominals all you have to do is walk.....dont go to the gym, dont waster ur money....diet correct with no carbs after 3pm each day and walk either once per day for 40mins or twice a day each session 20mins. Make sure its on empty stomach and try and burn more calories than you consume.
