Chairman Parkers last letter (con't)

Then there is our Housing Program, which the tribe gets money for by using the Halfmoon Circle Houses as inventory (whatever) to get their money. In return, you were suppose to give them enough for upkeep on those houses. You said "they have a restraining order against us" and we are not giving them money. Yes, the (inhouse staff) messed up, but that did not take away your responsibility to give them part of that money for upkeep of those houses. You, at a Council Meeting, caught one of the Council Members out of the room and had someone make a motion to give it back to HUD. You broke the tie and gave it back to HUD. We lost approximately 2 to 4 million dollars that went to other tribes because of your action. At the same time there was an audit of this program showing 17 Findings. I have a copy of that audit and it is atrocious (sp). Though HUD, through their way of doing things cleared us of all but 2, there was not paperwork on some of them and they could not have been cleared. You should be ashamed, not proud. You owe.

Now back to your letter(s). No, for the time that I have been involved, there is no change except money missing from different programs and assets lost. Thanks to you.

You can be "useful" to the Nation. How is that gonna happen when you have totally brought us down to where we are at now. Thanks to Mr. Don Wauahdooah, he has stopped most of the abuse and definitely not with your approval. It is my belief that he came in to help you get things straight, then found out you were the problem, did whatever you wanted, damaging to the tribe or not and it most definitely takes being on the job, and you were not there for the most part.

And, where do you get off thinking you had anything to be jealous or envious of. You are like me, a little to old for anyone to be jealous or envious of. You talk about a "small group of people". That small group of people, living here in the area, knew what you were doing or not doing. Revenge, there was no revenge, simply trying to stop your complete obliteration of the Caddo Tribe and its people. Those who came before us did not go through all they went through to be annihilated by "supposedly" one of its own.

And yes, you were legally removed on (believe), have the minutes somewhere, November 20, 2003. The problem, you had those people like, at the time, Lionel Ahdunko, Gary Prker, Joe Exendine, etc., standing at the door to your office with their arms across their chest (like gang busters). We also did not have access to all the finances or time that you had to do anything about it. No, we did not get you out but don't believe that is because the people believed in you, you had to have Ms. Hinse with you, they believed in her. And actually, that is sad to, because she was with you every step of the way through this chaos that you brought to the tribe.

And now, "Some of the same elements exist on your council today". Yes, think probably you are placing me in that category. And yes, I am loud, gets awfully frustrating when you see something wrong and cannot stop it. I am loud but I am honest AND I CARE.

I truly believe our new Chairman will work wonders. She has been involved as Binger Rep and Vice-Chairman in the places where you should have been involved, if you could have been found. I truly believe this "young", except me, Council, will work hard, stay involved and move this tribe back to where it was and to where it should be.

Now, to the list of 10 (your dreams). Like a fox!!! Believe Lyle Vaughn, Attorney, brought forth the idea of a Tribal Court, I brought forth the idea of a Senior Citizen home, when I was Vice-Chairman under you in 1999-200, Brenda Edwards brought forth the Health Insurance idea for all Caddos, I broght forth the Childrens Home for those in foster homes, Economic Development came from Wauahdooah, Kahrahrah or Lyle Vaughn, Museum exists, may want to upgrade or something, but pretty sure it did not come from you, same with Radio Station, etc., Juvenile Detention Center came from me, Cultural Center believe came from someone other than you and Veterans Affairs Office, understand Vernon Hunter was involved in that thought, as well as Pete Whitebead. I HAVE NO DOUBT THAT THE UPCOMING TRIBAL COUNCIL MEMBERS WILL ACCOMPLISH SOME OF THESE AND CONTINUE TO WORK ON THE REST.

Actually, you know and anyone who can do calculation knows your term should have ended in 2007 but you wriggled around, along with an Election Board that could have had the same interest in mind that you had, to stay in office for an extra 2 years.

Now, I am sorry to have credited you with nothing, but that is what I see, after and through all these years of your return to Oklahoma and the Caddo Tribe.

Finally, someone actually telling it as it really is. The council needs to make sure this gets out to everyone. The absentee people have no idea what has really happened here All they get is the tribal newspaper with her insert-they need to know they have been deceived for years.

Bitsi, this was not written to trash Ms. Parker. We, I, have watched things fall apart for years, have watched and read how she has trashed people, watched and read all the things that has happened at the Tribal Complex. And enough was enough.

I could have responded before now, before the election but did not feel that was the right thing to do. And maybe, just maybe, as a person Ms. Parker has some kind of feelings about people and the tribe.

Probably, I do feel the same as you in that she has for years sent this stuff out and the absentees have no idea what is really going on because as I stated, who has the addresses, the money, etc., to rebut these comments. However, if you live here, am really aware of what is going on you know things are definitely different than she states in her letters.

I also have a real problem with her stating "some of these same people now set on the Council, watch out for them", assuming that is Marilyn and myself. She trashed the so called Council 5 constantly, told all kinds of lies about them, when they were a quorum, holding scheduled meetings and trying to do business.

While on the other hand, she, Hinse and Kodaseet (not a quorum) had the Election Board to swear in Fife and Messer as Council Members, all the while knowing the BIA only recognized the Council 5, along with Parker, Hinse and Kodaseet. The BIA, in letters to her, told her several times we do not recognize Fife and Messer and she continued to hold meetings with them present.

There is so very much more AND while, as I stated, I am loud but honest as I am informed to be, I could not set by anymore and let her continue to dog people and take credit for what she did not do and try to inform people of what she did do, even if this was her last letter. Hopefully, she will move on to Comanche, as I heard she was, and let the Tribe move on.

There have been times when I enjoyed being around Ms. Parker, just as Ms. Parker, and possibly out there in the other world, so to speak, she is different. I know politics is politics, however, for the most part what she did was not politics, it was very vicious and mean. That we don't need. And, possibly some out there will regard my response as mean and vicious, that is not what I am trying to do, simply trying to inform of what has really gone on and where the Caddo Tribe is at this point.

I do wish her well in her retirement. Cannot wait for mine. I think being on the Council, in any position is work and it does take its toll. I am too old for that and do not have too much more time on the Council

Agree with Bitsi: This needs to be told. That way Caddo people can recognize this if it starts to happen again. Recognize the past, but move forward. Trashing the present council was not a good thing for Parker to do. Stirring up ill feelings just for the sake of stirring things up with gossip and innuendos seems to be what Parker did pretty darn good.

Thanks to this forum, for being a watchdog. For allowing discussion.

Thank you Laura Sue for writing. I am very proud to say that you are one of mine and I do believe in you and your abilities to fight what is wrong.

Again, thank you for telling the truth.

Sadly, there is more that you could have said - if you had wanted to - about the wrongs committed against our people.

I have not written in a long while but this prompted me to do so. There are many things in which Parker has done to the tribe, most importantly, she caused division, division among family, friends, and has destroyed the once good name we had.
I do believe that she has convinced herself that she done good. What I would like for this council to do is : Review the records to see how much we paid to keep her in office. that should have been an out of pocket expense for her-NOT THE TRIBE.
Review the old casino files, if they are still there, my guess is they are not. But review them and find out where our money went, and press charges against the thief who took our tag money. Then and only then, can we begin to move on.
Most people I have talked to have said they once supported her but they stopped along time ago if she would have been able to run for office, she would not have won.
